Before the Liberation, even until 1947, the local government in the city of Tirana was represented by a single Municipality. From 1947 to 1967, the City Council and the District Council of Tirana functioned.
In 1979, in order to respond to the numerical growth, the city of Tirana, although it did not have a local government of its own, was divided into 10 districts (about 185,000 inhabitants on average each), with their respective councils and executive bodies, with full powers in life services of citizens. Since 2015, with the entry into force of the Territorial Reform, Municipal Unit No. 5 is named Administrative Unit No. 5, part of Tirana Municipality.
Today, the offices of Administrative Unit No. 5 can be found on "Nikolla Tupe" Street.
